REQUEST FOR PROPOSALS
Sealed proposals are being accepted for the scheduling, coordination, and transport of individuals to non-emergency Medicaid coverable services.  Client base consists of over 700 eligible families, seniors, and disabled individuals.  Destinations are within 150-mile radius of Guernsey County, Ohio.  Proposals may be submitted for all, or part of the eligible population to be served.  Multiple service agreements may be considered.

Contracts awarded shall be effective July 1, 2024 through June 30, 2025 unless amended or terminated per terms of contract.  However, GCDJFS reserves the right to renew contracts annually up to one (1) year through June 30, 2026, based on successful performance, availability of funds, and if the GCDJFS warrants such renewal.  Renewal will be based upon mutual agreement of both parties.

Specifications may be obtained from the Guernsey County Department of Job and Family Services (GCDJFS) from 8:00 a.m. to 4:00 p.m. Monday through Friday. Please call Sue Thomas Sikora (740) 432-2381, ext: 9543 or email [email protected] to request a bid packet.

Proposals are to be presented in a sealed envelope plainly marked “Medicaid Transportation Services” and be in the possession of the Guernsey County Department of Job and Family Services, 324 Highland Ave., Cambridge OH 43725, on or before 4:00 p.m. April 26, 2024.  Faxed or email bids will not be accepted.

The GCDJFS reserves the right to reject any or all proposals on any basis and without disclosure of a reason, and to waive any technicalities or informalities in the proposal, which does not materially alter the service agreement. The failure to make such disclosure shall not result in accrual of any right, claim, or cause of action by any unsuccessful provider against the GCDJFS.  Additional criteria may be added during negotiation with the successful provider.

As part of our efforts to protect SNAP benefits, the Ohio Department of Job and Family Services employs a variety of fraud detection tools. We have seen recent activity that leads us to believe criminals could be targeting your SNAP benefits. To protect your benefits, please take steps to change your PIN as soon as possible. You can do this by contacting cardholder services using the number on the back of your EBT card, by going online at https://www.connectebt.com/, or by using the ConnectEBT app.

One of the best ways to protect your SNAP benefits is to download the ConnectEBT app from Conduent, Inc. and use it to manage your benefits. Please consider using the Card Lock/Unlock feature on the app, which allows you to utilize the card only when you are actively making a purchase.
